It is clear that you are a basically commerce student. How did you know that you are very much interested in computer science, programming, etc. The words computer science, programming are very easy to uter but very difficult to do.
Firstly, you will not be able to study computer science since you do not have PCM back ground. You are a commerce student and therefore you cannot gain an entry to science field now. That is possible only on the basis of your 10th std marks.
Secondly, using a year in attempting the tough exams of Chartered Accountancy course should not be the reason behind leaving it in between and thinking of doing something else which sounds or looks easy. I would like to ask whether you seriously studied for Chartered Accountancy course and with dedication and focus? Still, I feel you should continue with the course and take proper guidance and take efforts to clear Chartered Accountancy. Clearing CA is tough but not impossible.

Apply for courses like Bachelors in Computer Application, B.Sc in Computer Science, B.Sc in Information Technology etc in reputed institutes like JNU, Christ university, Lovely Professional University, Shardra University etc. It will definitely help you to find career in dreamed fields like Programming, Web Development etc.

I am also facing the same situation. I m in in CA Final but interested in hacking, programming etc.(pyar krta hun computer se or shaadi kr raha hun kitabo se). First of all i must say that NOTHING IS DIFFICULT. Listen to your heart, your inner-voice. If you listen others then definitely they will not recommend you to do the course and not because of you can't able to do, but they can't do. I am a student and and after completion of my CA course, in future, get some money from my professional job and then I ll apply for something interesting that I love to do like animation, programming or may do something where both computer and accounting knowledge are required.
Just think ki agar har koi yeh kehta ki Computer Engineering/Science kar lo bhout easy hai, to aap kr lete but agar wo ye kehte ki hard hai to krne me problem hoti. Means society decide kar hai ki ye course aapke liye easy hai ya difficult. You think, is it logical?. And you are interested in Computer science so how it can be difficult for you.
Kuch aisa kro jisko krke khusi mile, self satisfaction mile, success apne aap mil jaayegi.
