There is 2 ways to get into 2nd as lateral admission in Institute or universities for B.tech programmes :
1. You would have 1st year clear result from any valid and recognised university in respective Engineering stream than you can apply for lateral admission in any university or institute as per their admission process and for that you need to check the prospectus of the respective institute or university and normally this admission start from march and end upto june or july.
2.You would have 3 years diploma after 10th class from Recognised institute than you can apply for direct 2nd year admission in any recognised university or institute . For the same you have to follow the admission process and contact the respective institute or university.
