A lot depends on the University you are getting your degree from. If you are getting your degree from a top university, doesn't matter whether it's in India or outside. In a globalized world of today, it's always good to have exposure of foreign education but again the quality of education there will matter a lot. I would like you to keep following things in mind while looking for a Computer Engineering degree abroad:1. The money factor comes in to the picture. On most occassions, the only thing that stops a student from going to a foreign University is their high fee structure. Generally that fee is multiple times that of Indian Universities. It becomes a concern if you are willing to work in India. As the salaries in India are not that high compared to western world, the return on the investments will be low.2. Please decide well in advance where and how you will be choosing your job after the degree. If you are willing to stay abroad, you have to consider the family factors as well. You have to take care of that.3. The globalized experience is valued by most companies and higher education institutes. If you are looking for a job or MBA, you will be a preferred candidate if you have global exposure. Therefore a degree from abroad will be helpful in that case.Again I would like to emphasize on the point that you should look for the top universities only. Do not compromise the quality of education just for the sake of a foreign degree.
