From your query i see that you are a btech in civil engineering. You also have some extra certifications in CAD, great. So with this you are certainly qualified to work in Government sectors. For the best route to apply for a government job you should register your profile at national employment agency. Once you register your profile will be circulated among every departments within government sector and if you are suitable to a vacancy that arises then they may call you. So please try registering with the national employment agency. You can either do it online if you have a passport number or else take your id documents and walk to a nearest employment agency in your city. As Id either voter id, driving license, pan card or passport will be sufficient. You need to fill up a form there mentioning your educational qualifications.

You can also put a profile on www.govtjobs.co.in Government companies will search for your resume and contact you if your profile suits the job vacancy. You can also search for jobs and if you find anything relevant you can apply.

Also the best and most easy way to get a government job is teaching. As you have already completed BTech Civil, you can work as a lecturer at government polytechnic colleges. For this you should write UGC NET/ UGC SET/ CSIR EXAM/ UGC LEC exam. If you write any one of the exams, and get the UGC certification, then you are qualified to work at government schools and colleges. If you also complete a two year masters degree like MTech civil and then apply for a teaching job, you will be most prefered with your masters degree. Some students also wish to study a phd and then apply for government jobs as PhD is the highest qualification in academic and most prefered by government recruiters. Therefore you can also study a phD civil and then post completion work at government colleges as a professor. For applying a PhD UGC NET/ GATE/ CSIR/ UGC JRF exam scores are essential.
