Friend i didn't get your point clearly which designing course you want to know exactly. I am taking two assumptions :- 1.Designing courses for Mechanical Engineers.2.Designing Courses like Web Designing,Interior Designing etc.

Well, it seems you disappointed. It sounds like you wanted to work with Govt. jobs, you tried for 2 years but could not get any. Now you want to search job in designing field. You also want to know courses and institutions that provides job placements.
First of all I congratulate you for securing good score(70%) in BE and worked for 2 years. Don't worry if you have a gap of 2 years. When you find a job, company assesses your technical knowledge, skills and strengths. Doing SWOT (strength, weaknesses, opportunity and threat) analysis would help you a lot.
Well, I categorized answer into parts: (1) Ways to enhance your career in Mechanical Engineering(2) Career in designing.
(1) Enhancing career in Mechanical EngineeringMechanical engineering is one of the oldest branches of engineering. It has a scope. I suggest following steps to enhance career in engineering.
a. Know your aptitude: If you have right aptitude for mechanical engineering, you should not change the field. If you want to know your aptitude, I recommend you to take up Engineering Branch Selector Test from www.careerguide.com. This will help you understand whether mechanical engineering field is apt for you and help you take informed decisions for career growth.
b. Enhance technical knowledge and skills: A mechanical engineering degree is a combination of maths, science, technology, business and management.
Based on the need, take up degree, diploma or certificate courses in the field of mechanical engineering. If you want to pursue higher studies in engineering, you can go for ME. You need to clear GATE or other entrance test.
If you are interested in management, you can take up MBA or Masters in Human Resource Management courses. You need to invest time, efforts and finance. Many engineering professional prefer to do MBA or Human Resource related courses as they are easier compared to ME. Institutions of repute provide job placements.
c. Enhance soft skills: You need to have following skills: - ability to solve problems using both logic and creative/innovative approaches; - numerate and highly computer literate, with excellent analytical skills; - ability to plan and prioritise, work to deadlines and under pressure; - awareness of the necessary social, cultural,environmental, health and safety, and wider professional responsibilities; - ability to communicate with others and work in multidisciplinary teams.

d. Look for a job: You can register yourself in web-based job portals and HR placement consultants. You can apply as per advertisements in news paper. You can directly contact company for inquiring any vacancies related to your profile. Major industries that you may contact include automobiles, space research, aeronautical, energy and utilities, air conditioning, bio-mechanical industry, refrigeration industry, turbine manufacturing plants, oil and gas exploration and refining industries and the agricultural sector.
You can work as consultant as well. There is also great requirement for mechanical engineer consultants who have management skills along with technical proficiency.
(2) Career in designing: My colleague, Prathamesh has provided details about two design field: One which is related to product design and another is graphic designing and web-designing.
If you want to specialize in product designing, you need to pursue designing courses to equip yourself with knowledge and necessary industrial skills.First assess your interest and skills for doing designing courses. You need to pursue courses that offers industrial designing/product designing courses. These courses require emotional, intellectual and financial investment.
Another field is graphic/web designing, which is completely different field for you and not recommended if you are not interested and trained in it. Such field requires passion, and creativity. Most of the institutions mentioned by our colleague, Prathamesh provide job placement.
