Yes, Human Resource Managers do work for Public Sector Organizations. The goals rmeain the same, however there are quite a few differences while working in public sector compared to private sector:


  • Human Resource Managers in public sector have more secured job. This is because their job cannot get fired without any serious issue due to some legal restrictions.
  • The hiring procedures for Human Resource Managers in public sector are quite rigid and follow strict guidelines compared to private sector where there is far more flexibility.
  • The salary of a Human Resource Manager remains constant in public sector except the regular bonus that one gets after certain period of time. In private sector it is more performance oriented and may vary as per individual performance.
  • The role of a Human Resource Manager is more powerful in private sector compared to public sector as they have more flexibility in terms of work and more involvement in planning and decision making.
  • On an average public sector pays more but if one gets in to top companies in private sector, their salary is far more than the government sector.
  • Overall the job satisfaction is higher in private sector compared to the public sector, as per the studies.
