YES, you can apply based on your Engineering graduation awaiting results. However that depends on which vacancies are announced by SAIL in the Employment News / Rojgar Samachar.
The minimum percentage required by SAIL as announced in the vacancy advertisment has to be kept in mind. Therefore I would suggest that atleast a first class is a must and definitely you can expect a good career in SAIL.
