I got good percent in 10th (ICSE ) 90%. Now I wish to study in Canada but I require a class 12 certificate for admission in any college there. I want to skip grade 11 so as to save time. By doing this I will be able to save 1 year. Will my grade certificate be valid then??

I have heard of schools promoting a super genius kid into a higher grade, but never heard that one individually can decide to skip a year.
From your 10th score, its seems you are an intelligent boy.
Please note that Intelligence develops when one covers all stages and not just be in a hurry.
Your wish to save a year can cost you to compromise on your basic knowledge which indeed can be detrimental.
Even though we say 11th is of no use, but do note it is the basis of your further education. It helps in your 12th since basics are covered and creates less burden.
So as a counselor i would suggests, be patient and gain knowledge.
Gaining knowledge does not waste time or year.
