The BE degree should be recognised by University Grants Commission (UGC) as equivalent to Indian degree.
If it is equivalent, then you can appear for government jobs. If not, then it seems difficult.

As Dr. Anand has mentioned, graduate degree need to be recognized by UGC to appear in Govt.'s competitive exams. Names of the accredited foreign Universities are listed in the following Publications:
If your university is listed in any of the above publication, you can definitely appear in the competitive exam.
