So you are aiming for government services examinations.
Since you have completed your Diploma, definitely I would suggest you to complete your graduation first that is BTech. For appearing for the government competitive exams, the minimum eligibility is graduate. With Diploma also there are exams in government, however your future scope and progress would remain limited. Therefore completing BTech should be your priority.
As far as preparing for the government exams is concerned, I would suggest you to start preparing for them when you reach the last year of engineering. You should necessarily enroll for a good coaching class for competitive exams so that you get guidance, practice and build up confidence.
If you are aiming for government service, I would recommend you to complete BTech from a recognised State or Govt College of Engineering. Scoring good percentage in the degree engineering is also very important, so do not neglect that at all.
