Firstly what are you working as in Qatar?. How did you land up there?.
Your basic qualification just stands at 12th commerce. You ought to have a Graduate degree to pursue certificates like ICWAI.
Anyways at the moment focus on clearing your graduation. You could pursue B.Com and specialise in accounts. Or opt for BAF ( Bachelors in accounting and finance). A 3 years self financed course.
Also please note that CA is tough and requires tremendious hardwork. You need to dedicate most of your time towards the preparations and practice. One time failure does not mean you cannot or are not eligible for the course. Ofcourse choice of pursuing CA is completely your choice.

Nice to know that you opted to work immediately after 12th commerce. However, going for a job so early and not continuing studies of graduation may have negative impact in the future. I strongly recommend that you should complete your graduation in commerce while working in Qatar. Hope you are happy with working in Qatar?
Sad to know that you are not continuing with CPT exam and not pursuing CA course by just one failure.
Your ambition to become an accountant needs to be started with graduation in commerce in which you may take specialisation of Accounting, Finance. A plain BCom is also no issue to become an Accountant. Further you may also explore Diploma in Taxation Laws where you can practice or work for taxation departments.
You can do MCom in Accounting later if you wish to continue in hard core accounting. Also learning the Tally software is a must.
