Some organizations before they invest in a employee wishes to test if they have made a right choice. And hence they would want to perform the skill test.
As you have rightly said, companies should not charge for this as it is their internal decision.
Hence you can talk to the management regarding the same. And seek clarification. It should not be that they charge you and after the result reject you or ask you to join as an intern which means either no pay or paying just the basics.
Seek clarification. Only then can you decide. But as a counselor I dont feel it is right to join the organization unless working is crucial to you and you cant wait.
Choice is yours.

I have very bad experience with this company because owner of this company mr Rajendra singh is fraud man and he has told me to pay 2 lac rupee they are greedy for money but after taking money they have blocked my mobile number and no support is given so be aware this comapny is fraud company and they will put you in different problem where you have to take up follow up which you may not have time moreover they will teach you how to cheat other and take money without giving you any support and people will come to your home and this company will put hand up .
Dont give money they dont have capacity to give salary and payout also.and will talk all rubbish i have gone through very bad time and have losy my money,time,& career
