Firstly why didnt your brother himself post his concern and asked you to post it? This indicates his not so good attitude. It would be better to consult him directly. Anyways...
Preparing for CAT means he is inclining towards MBA. Please remember that doing an MBA after engineering graduation will make him eligible for non-engineering jobs and domains.
Why is he not eligible for placements through campus? The reason may also affect his offline interviews. Please ask him to be honest while answering to the questions in the interviews.
Preparing for CAT and thinking for MBA is what major non-employable candidates are doing. However doing MBA after engineering also does not guarantee jobs. It entirely depends on the employability skills like communication, english language, computer skills, attitude, etc.
