I really do not understand why you wish to pursue ME from abroad?
Considering your age, I would not recommend an ME since by now you must be having and must be gathering work experience in the field of your choice.
Mining being a very technical field of engineering, skills like project management will add value to it.
Gaining work experience and since you have done a very niche area of engineering, your scope for growth is only in mining industry.
