This is typical sorry state of fresh pass out engineers in India. I think for you a good post graduation is the best option to make you come out of this visious circle of not getting a job and not have employable skills. I am not saying that an MBA is the only post graduation which makes people life easy and comfortable, but apart from that there are good courses which help you remain in the core engineering area. I do not see future for an engineering graduate to work in a BPO, except if he is getting an engineering job like in IT, operations, etc. Further more, a mechanical engineer going into BPO is not of long term benefit since frustration, stagnancy and monotony are the inbuild characteristics of an BPO job. I think you should definitely think for a post graduation may be an Masters in Technology or Masters in Engineering if you are techically strong engineer and would like to remain in the core engineering area

. Core engineering area has tremendouns job opportunities. As a Mechanical Engineer you are in demand in the Oil & Gas industry, infrastructure industry, manufacturing industry, power sector. However it is not that by just being a fresh and pure engineer you will be able to get good paying jobs in the above mentioned sectors. For a good career, you need to definitely have inter personal skills, soft skills and expert domain knowledge. A Mechanical engineer can do Project Management in the post graduation studies, Project Management is one area where the industry is not getting ready talent. Project Management is not taught in Masters of Technology or Masters of Engineering specifically or if taught is not taught as per industyr requiremement. Project Management in MTech of MEE is of technical angle and of less than management angle. As far as English language is concerned, you definitely need to work on it and you should join some english classes. Knowing fluent English is a must today in the globalised working of business and economy. Knowing English very well is one of the employable skills which the industry is looking for in the fresh graduates. I think if you family permits and you do not have financial liability, then you should definitely pursue post graduation and then after look for a job in core industry. Having a masters degree with good communication skills will make you employable and will be able to get you a good job and salary package. Best Luck
