Hello sandipan, 

The only advise I would give at the moment is be positive and do not loose hope by becoming negative. Obstacles are challenges that must make you stronger and fight back.

As such, check what kind of job or position you are applying to. If you aim for a senior position then they would demand a higher qualified candidate.

Apart from governnent jobs opt for private sector too, as they have plenty of job opportunities at the fresher level. 

Try and be confident about the knowledge you possess. Prepare a rough draft and keep it handy highlighting your skills and potentials.

If possible search through references too.

Dear Aspirant,

What do you mean by money or luck not with you? It is important that whether you are a good programmer or no, so that money and luck are with you. Money and luck are with you only when you are properly trained and know what the company organisations expect from you as a programmer and employee.

According to me, you have the requisite qualifications to get into the industry, only thing lacking may be some of the employability skills like communication, quantitative skills, etc. 

Looking for a government job is not an option. You will have to appear for competitive exams to be in a government job, for this you will have to prepare for it.

I would suggest that you should not lose hope and find out what companies require in a candidate related to your domain or work. If you can take a little efforts for that to improvise, then definitely you will get a good job.
