Dear Aspirant,
There is not other option for your brother but to pass the 10th with atleast 50% marks. Without 10th, he will not be able to to anything in terms of job. Also please find out the reason why did he fail.
If he is not interested in core studying further, ask him to complete 10th with atleast 50% marks and go for ITI courses or Skill Building courses which will give him employment. Through experience, he will then grow.
