The answer to your question is that Yes, you are eligible. Because as per the website, it say minimum 17 years, and open for all age groups.
So good news is that You could appear for the entrance exams.

But mind you a lot of preparations needs to be done thereafter.
Since there has been a lot of changes in the syllabus too, you need to get in touch with the classes to know more.
Plus a revision of all your concepts that you have studied long back needs to be revised too.

Better would be to join classes for the same.

At the same time, get all your documents in place. Right from your marksheet to your birth certificate and domicile certificate ready. Means get them attested.

Moreover few preparations would be required before you face the interview round after the exam.
The main question they may ask you is The reason for the gap in studies.
Be well prepared. Also be ready with your Experience letter.
