It's a great dream...,Well.., the minimum qualification required to write the Upsc or Mpsc examination is graduation. Of CourseFinal year students of graduation can also attempt for the same but should qualify it to be able to go ahead. Confusion is not a good sign which seems to be symptomatic before attempting anything in life. I can see average students decide the career by default, with the consultation of seniors or friends or parents desperation my friend it is always risky and pre-mature, career is yours and you have understand your strength with anallytical mind, with the help of information technology one can excess the entire world and can visualize the things apparently before joing the hand at safer side or danger side --

Before answering your fianl question regarding UPSC versus MPSC let me clear the importnat hitches at yyour side with the logistics nthen everything will be clear.
Being a graduate student you must be having sense of comfort with a particular subjetc, if not then you are not fit for any preparation this is my opinion I wish you will get it in positive sense.

First you draw the similarity matrix between you and your subject then come to next level (preparatory level) without tossing the coin about UPSC or MPSC. It is just like your height between a earth and sky to connect the world apart.

I know you are living in a diasy situatation due to lack of information regarding the particular service type. UPSC is a broad plateform at national level and MPSC is a state level of service, in fact the requirement of mental richness or academic richness also varies where your standard is the ditermining fact.

You are advised to explore the both services website and see the mode of qualification and grading or scoring criteria i think it will help your preperation in the structural manner.

Let me tel you one thing that UPSC will keep you posted at national level as per the need of service but MPSC will allow you to travel iside the state in confined manner. Though excellent performers are recommended by state govt for the UPSC cadre time to time based on your smooth and unbiased approaches in servuce life but it takes a long service span to prove.
Of course state level of charm and centre level of charm both are depending on your mood and decesion so think judiously and then make up your mind. If you are targetting UPSC then no doubt MPSC will be easier to crack.
