Please DO NOT take such decision. You are fortunate that you are getting admission to the CSE BTech course is a college of your choice. Think for yourself as a long term career. Sacrificing your under graduation years and taking a break and doing short term certificate courses is not a good decision.
Your engineering will teach you coding, decoding, programming, languages, etc. So why are you thinking of doing them separately?
I would like to strongly advice you to start with your BTech CSE college formalities without any dual mind. For upskilling your self in technology, you can do part time courses while doing your engineering graduation. You can also do MOOCs from www.edx.org to add domain knowledge. Making your self a good engineering graduate should be your priority. Also you can take efforts in improving and mastering English language, communication skills, reading habits and general knowledge.
