For PG admission and also if you are looking for job after graduation, backlog anywhere is negative. always remember that it is competitive job market, and there is another person standing behind you to excel.
You should be able to justify why there were backlogs and of the answer is genuine and convincing to the Institute or employer then it may be considered, however there will be definitely low down in your candidature.
