A lot of us find ourselves stuck at this point in time. Just because you failed and finding it tough to clear the subjects or those subjects are no more evoking interest in you because it's hard to comprehend. don't pursue another degree. You would definitely feel fatigued pursuing the other degree also and drop it halfway pushing yourself more deep into the dungeon.
The first you need to answer yourself before taking up anything is 'Why'?
Why Am i pursuing this degree?
am i pursuing this out of parental pressure and social compulsions or purely out of my will?
What interests me?
How long its gonna take me?
What is my long term vision and mission?
You know what matters is not your college degree or name of the college but how proficient you are in that particular field?
How skillful you are to be employed?
And also keep it in mind that mastering a skill takes time. it won't happen in a day or two. It takes its own time depending on how committed you are to your goals.

You have written that you have completed B.Tech, how did you complete it if you have not cleared a subject or two?
Anyways, how come all of a sudden you lost interest in engineering?
Never the less, as you have mentioned, you have not cleared all the subjects and at the sametime, lost interest, think again. Because any other graduation degree, you would have to start afresh and most importantly, it would be a self preparation. At the max you could opt for a coaching class to assist you, but no attending college lectures. At the sametime, your 4 years you had invested in engineering would be unaccountable.
So best would be take a break. Get into some hobby course and self introspect. Incase if still engineering does not interest you, then go in for something you like. But be sure.
