Which stream have you chosen for 12th? You have not written about that.
However for IAS any stream is fine as far as you study the subjects of IAS and the special subject of your choice very thoroughly.
I would suggest to pursue a normal degree like BA Political Science or BCom, which would not take too much of your time and then you can utlise your time for studying for IAS.
Start preparing for IAS right now so that in three years you will get complete command over the studies and aim for clearing UPSC in first attempt. Enrol for a good coaching class as well since that will keep you disciplined and you will receive guidance at every step.
