I would only say, technical course means either a BE or B.Tech right.
So for that you would have to appear for the All India entrance exam, JEE etc.
As such your percentage seems low, but definitely start appearing for the exams, based on that score, you can be lucky.
If you looking out for a B.Sc IT or a BCA course, then please do apply to the Delhi University, since admissions to these courses are based on merit.
