Now a days, HR is not only involved in recruiting and training a candidate, but is also responsible for choosing the right candidate through a database, also before hiring making sure its the right candidate. They are also involved in Psychometric testing or personality and aptitude testing so that the right candidate is hired. Its not just an interview any longer. Hiring is a long process.
This is the generation of Outsourcing. Since HR managers cannot perform all jobs under the same roof. So they generally outsource the HR roles like hiring, and other roles and generally themselves focus on training and development.
HR managers are also required at work to control any kind of issues in office internally which could crop up any time.
That cannot be handled by a consultant. Thus the roles of HR manager and a consultant are different but they work in sync to maintain peaceful working of the organization.
