No. Go in for a regular course only. Anyways CS is a professional.course, hence a degree is a must to support it. Hence a regular course would be more supportive than a correspondence course.
At the sametime, if you check the CS website, you would note that the exams are conducted twice in a year, june and december. And the board is also aware that students pursuing a regular degree course is attempting the exam and hence they would see to it that the exam dates do not clash.
So you dont worry on that issue. Focus on both degree and CS. Do well.

It will be better to give priority to your graduation, and then to concentrate on the Civil Service preparation. Because, You are not eligible to appear for CS until you are a graduate. So go for a regular course and find better place for your graduation like Delhi university, JMI, Lovely Professional University etc. You may can avail scholarships also in some of the institutes.
