For Designing and Art field, I do not think that there is a distance learning course.
Designing & Art is a thing which needs to be learnt through practical teaching and practical teaching cannot happen in distance mode.

As Dr Anand has rightly said that there are no correspondence course in Designing field.
But you can study a full time course and at the same time if you could get certified as a web or graphic designer, you could get a part time job as a designer.
But please note there would be a lot of projects given to you during the course, so probably, you may not get enough time to work.
Think and then make a choice accordingly.
