I would not recommend a PhD in topics like Cyber Law.
If you are a Computer Science graduate and MCA, then I would suggest a topic related to technical field.

Identify broad study area: Identify major three themes/areas of your interest within cyber lawLiterature search and review: Do literature review to know gaps in knowledge. Review at-least five recent researches (not more than 10 years old) in each area of your interest. Identify knowledge gaps and possible areas of research.
Shortlist one theme: After brief analysis, talk with your guide, colleagues about your selected theme and ask for their feedback/opnions.
Identify three specific topic: Identify three topics and write statements. Discuss this with you PhD guide/supervisor.
Finalize one topic: With discussion, arrive at one topic.
Write a concept note on selected PhD Topic: Write a concept note of maximum 3 pages. It should describe an overview of the topic, gaps in existing research, your research questions, research design, methodology, research tools and expected outcomes.
