In general PG petrochemical engineering requires BE in same field whether you are into bio-engineering/bio-energy/geochemical etc. It is highly demanding at global level but your parent instittion does matter in placement.

Coming to the next line of your question scope and duration it is three year course work somewhere at international level where curriculum offers honours/prestige degree takes one extra year then it becomes PG /ME by research which gives extra strength in specialized manner.

In India Rajiv Gandhi Institution of Petroleum Technology ( www.rgipt.ac.in/) supported by MOP& NG Govt. of India ( www.petroleum.nic.in/) is one of the best among the premium globally-explore it.
Good luck

Petroleum Engineering is a good course. However you can also explore an option of pursuing Post Graduation in Infrastructure Management, may be from Institutes like Adani Institute of Infrastructure Business Ahmedabad ( www.aiim.ac.in/). Petroleum is a part of infrastructure and today seeing the investments required in infrastructure industry and PPP model of investment in the sector, there is huge scope for infrastructure management. Pandit Deendayal Petroleum University, Gandhinagar, Gujarat ( www.pdpu.ac.in/) or UPES Dehradun ( www.upes.ac.in/) are the best options for Petroleum Engineering. I would suggest you to think for management in infrastructure / petroleum industry since project managers are required but unfortunately the industry is not getting enough of them currently.
