For Ph.D., you need 55% minimum percentage as eligibility to appear for the Entrance Test. There is no distance learning Ph.D. possible according to the UGC laws. Since you have got 54.80%, you are eligible exactly for PhD in Political Science. You will have to appear for the entrance test and interview for Ph.D. You will have to follow the long procedure for Ph.D.
If you are interested into teaching, then you should appear for the NET/SET exam of the UGC which will make you eligible for teaching in colleges.
