When you talk about Public Administration exams, it basically suggests careers into Civil services like IAS, IES and other related fields.
To be eligible for Civil service examinations the minimum requirement is Graduation with a first class degree.
 
Though preparations for the exams begins right from 12th, but you could appear for the exams only after you clear your Graduation.
 
Thus for Graduation you could opt for Banking and Accounts related field.
Since you have opted for Banking as a career, I am assuming you have appeared for 12th in the commerce field.
Hence you could now opt for courses like BBI, which is Bachelors in Banking and Insurance, which is a self financed course.
This course is a 3 years undergraduate course which exposes students to specific banking related functions and gives direct entry into banks after the degree. These courses have limited seats and are self financed courses, as the students are clearly exposed to banking functionality from professionals who are at a higher postilion in the banks and related functions.

This takes care till your Graduation. But post that apart from appearing for Civil service exams, you need to keep yourself updated with banking functionalities and hence need further degree or diploma programs to help you sustain and move further in your profession.
