Firstly making a choice between Computer Science and ECE is not correct. Choose the stream of engineering as per the aptitude and ability of your ward. Best option should be based on your ward's best capability and personal traits and interests. Computer Science and ECE offer different career scope and growth and are not related to each other. Therefore, please do not choose like the way you are thinking to choose.
Choosing a college should depend on the faculty, placement record, infrastructure. Visiting those personally with your ward and speaking to the current students and past students if possible is the best way to decide. As far as recognition of the college is concerned, both options are valid since they are University recognised colleges.
