I am totally confused with your question myself now.
As far as I know, mostly all University or colleges admit students on the basis of merit and their score and not their attempts.
Anyways I could not locate any college which has laid down "Attempts" as their eligibility criteria.
Also here I would like to mention that I do appreciate your zest to get into IIT. But instead of getting disheartened, by failures, please make a confirmed choice.Make utmost efforts and be ready buy taking help of your professors.
Last but not the least, I would also recommend, taking an Aptitude tests to know where your potentials lie and choosing a career accordingly.
