So above mentioned are the physical requirements for IAS/IFS/IPS and for other services we need to possess more or less those basic physical requirements as we mentioned initially. You have asked if the candidates having a height below the 160 cm can appear for CSE-IAS exam then the answer is yes. You can of course appear in the exam whatever may be your height. There are restrictions and specific physical requirements only for Police and defense forces and not for the other posts like IAS/IFS/IRS where you only have to fulfill the basic physical requirements as we mentioned it earlier.
