The Jammu and Kashmir Public Service Commission KASwas established in 1954, when the state had no formal recruiting agency. Between 1954 and 1957, it was established under section 128 of the J&K State Constitution.

KAS officers (civil administrators) are government officials who carry out key operations in their departments while working at the state or district level. The majority of departments in J&K are led by either an IAS or a KAS officer. The officers are in charge of public relations and are in charge of reducing corruption. The officers are also in charge of district-level internal security, maintaining law and order, and establishing infrastructure for all areas of everyday operations in their respective districts or divisions.

Applicants for the JKPSC must be residents of Jammu and Kashmir on a permanent basis.

Prelims

The preliminary examination consists of two objective-based tests. Students must pass preliminary exams in order to sit for the mains test, and the preliminary exam scores are used to narrow down the applicants who will be allowed to sit for the mains exam.
