Please note, the job of a collector falls under the central government. And to get selected in the central government roles, you would have to qualify the Civil service exams conducted by the UPSC.
As such, to be a collector, good administrative knowledge and reasoning capacity is a must, with knowledge relating to taxation and finance and law is needed. These subjects as such is not covered in ARTS.
But you could opt for an additional Math subject in the ARTS stream itself or opt for economics and political science.
Start preparing for the civil service exams as soon as you can. Start reading on various subjects ranging from current affairs to politics to sports to entertainment etc. Not just reading but being able to articulate it with reasons is a must.
