To go through a conventional route you need to have a B.E./ B.Tech in Computer science or Information technology to be able to work as a Software Engineer in IT companies. However, degrees like BCA - Bachelor of computer applications, BSc Computer science, BSc Information technology, BSc Information management will still help. Having a basic and related computer degree will certainly increase your probability of being hired into technical roles by most of the software companies in India.
However, students from other degrees are also recruited by most of the software companies today. For example, students with B.Tech Biotechnology, B.Tech Chemical Engineering, B.Tech Mechanical Engineering, B.Tech Environmental engineering are equally preferred for IT recruitment. With not restricted to Engineering degrees, BSc Maths, BSc Statistics, BSc Chemistry or BSc Biology graduates are also included into software recruitment at present. But this only happens during on-campus placements. There are many Arts and Science colleges that invites software companies to their campus for annual graduate recruitment and students from non-technical background are also included in such hiring process.
Companies that does batch hiring generally pick students irrelevant to their technical background, only if the companies has a rigorous IT training structured in process. For example, Infosys recruits students from many backgrounds and put students under a residential training in their Knowledge centre based in Mysore. Likewise, many other software companies does it too. You will have to find what are the companies that offers structured training to all graduates and accordingly you can approach them. Interesting question but the answer to your question lies in the question itself
To be qualified as an engineer, means you need an engineering degree which is either a B.Tech or a B.E degree only
Whereas these days computers being the in-field, everyone wishes to have a degree in computers either the hardware or software zone. And hence we have courses like B.Sc IT ( stresses on hardware and networking), BCA ( stresses on Applications), B.Sc Computer Science ( Stresses on technical functioning of computers).But they do not function as engineers. They are not into inventing or developing a new product like engineers, but they are the support staffs to engineers. They bring the technology to the local market and help system function well.

Let me answer you straight away, there is no other degree than BE/BTech to become computer engineer. To become computer engineer, you require engineering degree (i.e. BE/BTech).
