Yes, you are eligible to apply for MSc. as the minimum eligibility to do MSc is graduation degree in the respective subjects.

The IIT JAM exam is organized for the admission into into MSc courses from the IITs and other top universities or institutes for six science stream subjects.

The candidates must have the subject in their graduation for two years or four sem. after qualifying the JAM exam, you will get admission into one of the finest institutes of India based on the counselling process. 

The IIT JAM online application form process is held in October- November month while the IIT JAM exam is organized in February month. The current session of IIT JAM exam is scheduled on 9 February 2020.
