Foreign Universities require 12+4 as the eligibility for masters program. In India we have 12+3 system.
BBA/BBM/BCom under graduate degrees will be more recognised than just Entrepreneurship Degree.
For getting a job as backup you need to have solid qualification as the base and not on entrepreneurship qualification.

I have reflective questions for you. Where do you want to do business?What made you think to do masters from foreign?Where do you want to do bussiness? In India or abroad?How huge investment in study will help you do business?What is best for you and your career: investing on higher studies from foreign countries or in business?Do you know which business is appropriate?
Try to answer above questions and take appropriate decision.Following is my answer to your queries:(1) Will foriegn institutes consider good BBA student or a graduate in entrepreneurship from recognized University?
Foreign education is 12+4 and India follows 12+3. Therefore, it is better to complete masters from here and then you can another masters in your specific area of interest.
You can apply to masters course in second year of masters education.
Mostly admission to foreign colleges/universities is though entrance exam and language test.
(2) What is more valuable for masters abroad?
Value of doing masters depend on kind of course you join and your purpose. You need to choose course which has demand in the market.
(3) want to start own business in future with job.
So first focus on those subjects that can get you job. Courses in business management, strategy, human resource has more job prospectus than any courses in entrepreneurship.
You can get job after masters course. Choose an institute and a course that has placement program and can get job opportunities while you are in the last year of masters program.
Before you take decision, be clear about your career goals and career pathways. It seems you want to do job and start bussiness later gradually. You want to take calculative risk. When you decide to job then your job should be relevant to business you plan in future.

It looks like you are running behind two things and much away from Reality.
As said before,. One in olden times could become an entrepreneur because of the scope available.But these days unless one knows about a product and the market value for it, settling as an entrepreneur gets difficult.
Firstly, my advise will be, to get a degree that will help you even if tomorrow you fail as an entrepreneur, hope it never happens.Secondly, if business is your further goal, why do you wish to opt for a masters degree and invest time , money and energy.
Rest all routes for a masters degree abroad has been well explained by the other counselors above.
But still I would advise, before taking any step be very very sure, so that there are no regrets later.
