You have not mentioned here in what examination you have got 60% marks. Is it a graduation for which you acquired above mentioned marks? And if it is a graduation then yes, you are eligible for appearing in the Civil Services Exam. Appearing for the UPSC-CSE (Civil Services Exams), i.e. IAS exams, one requires to have only a bachelor degree from any stream with simple passing.
