I am sure you might have shortlisted where you wish to go abroad for studies.
Because it is purely your choice. Depending on the subject combination, accommodation and other requirements, I would suggest you make a choice. Or else best would be to make a list of your requirements and visit and abroad education counselor, who would help you shortlist the country, University and other requirements.
Coming to your second question. From what you have mentioned above in terms of your work experience, you seem to have shifted to an HR role. Now the question is would you like to continue as an HR personnel or shift to the engineering background. Because if you select HR, then MBA is the easiest choice, or else MS.
As a Counselor, I would also recommend or rather suggest, before you make a choice to study MBA, be very sure you wish to pursue it from abroad. Since these days MBA from abroad is not much valid in corporates in India. Since there is a work culture difference.
Ans since, i think you would specialise in HR, please do note employment policy and work life is pretty different abroad and here in India.
So give a thought to this too.

Dear Friend , there are universities in our own country as well which offer a twinning program study courses, under which the student students cover half of the degree in India and the second half in the country with which a MOU has been signed and this way the complete degree provides an opportunity to visit a foreign land, or else you may get the degree without twinning program from a renowned institution and get settled over there. I may suggest you certain names of universities which have an international level reputation - PEC Technical University, Chandigarh,......................World College of Engineering and Management, Gurgaon,..........

After BE you got a job in workforce planning? Which is the company which gave an irrelevant job and you had also applied to that job inspite of being an Engineer. Why didnt you try for an engineering related job in that IT company? It appears that your engineering skills are not relevant to the company and they offered you an irrelevant job and you accepted.
Anyways, your thought of doing Masters is right but, I do not recommend you to do MBA. MBA from abroad is of no use in India especially if you are not experienced in relevant domain.
If you are interested in engineering domain still, then doing MS or MTech from an Indian Institute is recommended.
