I'm currently an aerospace engineering student, and I have done some research earlier about the scope after finishing aerospace engineering,  hope this information would help you Anil Thukrul. 

yes, you can surely become a Scientist in ISRO after completing your engineering,  but you need to attempt an exam conducted by ISRO,  based on your performance in exam and interview( GATE score may help in interview ) ,  they will recruit. 

surely you can try HAL and DRDO for scientist post,  you need to fill the required applications and attend the counselling. better you be up to date with the notifications from HAL and DRDO every year. your GATE score is greatly considered. 

now , I would like to emphasise on " GATE " ( graduate aptitude test for engineers ) , I strongly recommend you to write GATE , GATE provides a great opportunity to get into IIT's and Nit's for further studies  ( admission into mtech - post graduation ), GATE score is considered in HAL and DRDO too . 

To build a great career in aerospace engineering,  one should better write GATE and ISRO exam,  the syllabus for the two exams do not vary widely and could be managed well with a planned schedule. 

now coming to the duration as you mentioned above , mtech is for 2 years after the gate exam (you could appear for gate right after your engineering). mainly duration depends upon your ability to complete the exams successfully,  if you could crack the exam right after engineering, you could complete the course with in 2 years.  

coming to fee structure,  it varies with different colleges, most of the colleges offer scholarships too based on your performance in GATE,  your engineering cgpa,  and based on caste too  ( if you are an SC or ST,  then many govt schemes could surely help you , all you need to do is to surf Internet about the schemes ) , financial support is surely provided in most of the colleges under GATE examination,  so no need to worry about the fee structure and , all you need to concentrate is on exam , mainly " GATE " and "ISRO ".
