Original 10th & 12th certificate got kidnapped

I took admission in a private college for graduation course, I was asked to submit original documents&certificates and being dumb I did so, due to some reasons I couldn't complete my studies further and my college in first my semster only... now they are denying to give me my documents back and asking for full course fees.. what to do now.. koi toh baata do yaar, I'm not applying for duplicate documents as it requires F.I.R. and all stuff I'm scared about any legal issue.. kya karu... Please help :/ Thanks in advance..

I am sorry for what happened to you and try to help with all the details I can.First of all, nothing to be worried as cases of these happen as the private colleges retain the certificates of students to ensure the students admission into their college. As per the Notice of UGC , the college shall not retain your originals and refund you full fees , if you leave before the session starts. However, if you leave after the commencement of classes , they can ask for proportionate processing charge to complete the formalities and hand you back your documents. Plus they should ask you for original documents only for verification and return it then and there. Read the entire UGC Notice here :

You deserve to get your originals , so don't apply for duplicates.But at the same time you need not be afraid of the legal things. Take a print out of the notice and enclose it with a letter to the director of your college. I am sure it will work and they will return it back to you. Else, you need to consult an advocate and a legal notice will definitely get back your documents without any further hassles. The legal advisor will guide you further. If the terms and conditions which you or your parent has signed at the time of admission mentions that no fees or full fees to be paid for any cancellation of admission post commencement of the course, then you have to pay the total fees and then you will get your certificates in your hands.

It is actually illegal to retain the original certificates under the civil law.
