However instead of a degree in graphic designing which very few colleges offer in India, I would suggest you should do Bachelors in Fine Arts (BFA) after your 12th any stream. Doing BFA has many advantages. BFA gives you a whole perspective of designing world and not just graphic designing. It enables you to think, innovate and ideate.
