Since she wishes to pursue HR, main role would be interacting with people. What best way than starting it right here itself.
Anyways, after graduation, she can opt for an MBA in HR. Since HR consists of dealing with people, interacting, solving or addressing issues of employees, legal issues etc. She could opt for the following subjects:
Logic: will help her reasoning capacity
Choose a stream and or subjects based onn your interest and potentials.
Here you could do a self introspection as to what are your strengths, liking and interest.
You could also opt for an Aptitude test or career counseling. The test based on few parameters would point out your abilities and help you choose subjects and the stream you could opt for

Since you have mentioned that you are not interested in science or commerce, then think again and see where your interest lies in.
Anyways you are then left with only diploma and Humanities (ARTS) stream.

Simple and straight answer to your question is Job.
I do believe that a degree or certificate must match ones job requirements. Hence no use just adding a degree to your kitty just for the sake of degree.
I would suggest get some experience and utilise the MBA lessons learnt in your job. Then depending on the market and job need go in.for a course.

Try to ask yourself these questions, which job motivates me ? What kind of jobs that your Uncle or Aunt does that inspires you ... based on that you have to select your courses after your 10th.
If possible, take a psychometric test with a help of a counselor, or talk to your favourite teachers or elders, ask them about how they enjoy their job. Try to learn about different Jobs.. what they do everyday etc. That will help you to select from few of your interesting options.

You don't have to worry . There is lots of help available online these days like this and many other sites have specialised services. Approach this issue with simple and easy kind of approach.
First talk to your daughter and identify her natural interests in jobs, which job she would like to be in near future, Based on that you can shortlist few courses / UG programs for her.

You said you failed in Physics and you wish to appear for JEE entrance exam? Do you think you would be able to cope with the entrance exam, since the major focus is on Physics and Math. Think about your choice.
At the sametime please note JEE follows the CBSE pattern. So you shifting to an easy board NIOS just to clear 12th, will not help you knowing the concepts studied in class 12th CBSE board. So clearing the test would be an issue again.
Rather I feel if you wish to pursue JEE then reappear for 11th. Try and focus on learning the concepts and its application.
