If you ask me to choose the best one out of these three I would like to suggest you go with UGC NET Commerce.
As you pursued M.com with specialization in Internation Business it would be a great choice.
To appear in UGC NET Exam, you must have scored minimum 55% aggregate marks in postgraduation.
Make sure that you also meet with the other required eligibility criteria to appear in NET Exam.
The National Testing Agency conducts UGC NET in July and December months. If you want to apply for this exams then it's essential to get all the latest updates regarding the exam schedule.

YES!! You can appear for UGC NET exams for the year 2021 (Management) However, you have done Post-Graduation in Commerce. I have also scored double JRF certification in Commerce (December 2015) and Management (December 2018) although being a Post Graduate in Commerce (M.Com from Delhi School of Economics).
But, I also want to add that the easiest subject to choose for UGC NET JRF is the one which you can study and will be according to your interest. Also, you have earlier studied in your Graduation and Post-Graduation.
The minimum eligibility criteria for NTA UGC NET JRF is a Masters or equivalent degree with 55% marks from a UGC Approved University.
If you go for some other subject apart from what you have studied in your Post-Graduation, more than 50% of the subjects would have not been studied. eg. even if you go for Management UGC NET Exam, even if you have done M.Com, then 50% of the subjects would have not been studied. So, you will find it tough to attempt the exam even if you have a very good hold on Graduation & Post-Graduation subjects.
But, if you choose the subject in which you have pursued your post-graduation, then you will find it easier to qualify for UGC NET and get JRF Certification. But if you are planning to go to another subject you can do that also.
According to me, the most advisable option is to always go for the subject in which you have done your Post-Graduation.
