Yes, the candidate with 35 years of age can appear for CSE- Civil Services Examination (The IAS Exam) as any Physically Handicapped candidate is allowed by the UPSC to appear in the IAS exam up to the 42 Years of age. This is the maximum age limit according to the official notification of the UPSC.
Hriday, if you are now preparing for the CSE then you can appear for the next coming exam which is to be held on 18th July 2017, as par the UPSC exam Calendar.
