This question is meant to measure the depth of your self- esteem. If you answer 10, you run the risk of portraying yourself as superior and flawless. Giving a rating of 10 would also indicate I-KNOW-IT-ALL attitude which could give you a negative score in the interview.
On, the other hand if you say less than 7, you might as well get up and leave. The safer bet is to claim 8 or 9, saying that you always give your best, but that in doing so, you always increase your skills and therefore always see room for improvement.
